Instead, the carrier collects the charges on delivery, before handing over your parcel. On orders under €150 these are: your own country's import VAT, a €3 customs duty per product category, and the carrier handling fee. At €150 and above, the normal standard customs duties apply, exactly as before. The €150 is measured on the value of the goods only, before tax; shipping is not counted.
